Sorry but console modding is eons behind PC modding due to how many mods exist for PC games (some go back 10 years and more (e.g. I don’t even know what the term is for that on consoles, maybe CTM (crash to menu)? I’m not sure if you can adjust your load order on consoles but if you can not then mod usage on consoles will never work as people want it unless they only want simple things that absolutely can not conflict with each other to cause CTDs (two leather armor mods conflict but won’t crash the game, the most recent downloaded one (which is lower on the load order) will overwrite the upper one).
SKSE is its own executable, this means you can’t use your disk to start the game, you have to use the SKSE executable which is not possible on a console at all unless you modify your game files in your console manually on a modded console (I think the correct term is “jail broken”). Well… maybe, perhaps if you mod your console then you might be able to play around with the game files but I doubt it would be very stable. It’s third-party software and if it were to go on consoles it would seriously breach Microsoft and Sony’s terms of service if you tried to push it in (which I think is impossible). It’s likely not possible, SKSE is in a way a “cd crack” because you can use it to start the game with using the default executable (i.e. As a mod creator I’ll be honest with you man, SKSE can not go on consoles.
